Statement of Economic Interest and Supplemental Statement of Economic Interest

Filing Criteria

Pursuant to the State Officials and Employees Ethics Act (5 ILCS 420/4A-101(f)), employees of IMSA who meet the following criteria will be obligated to file an annual Statement of Economic Interest and a Supplemental Statement of Economic Interest (Illinois Executive Order 15-09 (January 3, 2015)):

  • Employees who are or who function as the head of a department or administrative unit;
  • Employees who have supervisory authority over or direct responsibility for the formulation, negotiation, issuance, or execution of contracts entered into by the State in the amount of $5,000 or more;
  • Employees who have supervisory responsibility for 20 or more employees;
  • Employees who negotiate, assign, authorize, or grant naming rights or sponsorship rights regarding any property or asset of the State of Illinois;
  • Employees who have responsibility for the procurement of goods and services.

THIS REQUIRES THE COMPLETION AND FILING OF TWO SEPARATE FORMS ONLINE:

1)      STATEMENT OF ECONOMIC INTEREST (SEI),  AND

2)      SUPPLEMENTAL STATEMENT OF ECONOMIC INTEREST (SSEI).

The Statement Of Economic Interest And Supplemental Statement Of Economic Interest Must Be Filed On Or Before May 1 To Avoid Penalty.

Statement of Economic Interest (SEI) Filing Procedure

On approximately March 14, the Secretary Of State Index Division will mail out SEI instruction letters to the home addresses, as on file with Human Resources, to those IMSA employees who meet the filing criteria. The letter will have an access number and password with instructions on how to log in to the system. SEIs will be filed online with the Secretary of State and filers will be able to access the electronic system through the Secretary of State’s website and use the login information provided in the notification letter. Instructions and a FAQ will also be on the Secretary of State’s website to assist.

IMSA’s Ethics Officer will review the filed SEI’s in the Secretary of State’s online system.

Supplemental Statement of Economic Interest (SSEI) Filing Procedure

In mid-March, all required filers will receive an email to their IMSA email address from the Executive Ethics Commission (EEC@illinois.gov) with directions, a web link and a unique PIN for electronic filing of the SSEI. By submitting the SSEI electronically, there is no requirement to submit your SSEI via mail.

Penalties for Non-Compliance

The Secretary of State Index Division will assess the following monetary fines for failure to file by the May 1 deadline:

  • $15.00 fine for failing to meet the May 1 statutory deadline.
  • $100.00 fine per day (in addition to the $15.00 fine) for failure to file by May 16.
  • Failure to file by May 31 will result in the employee’s name being submitted to the Office of the Attorney General and may result in forfeiture of the employee’s position of employment.
